From the Page, AZ, Police Department:
Effective Wednesday, January 30th at 9am, the City of Page will require Horseshoe Bend visitors to park in a temporary parking lot and travel by shuttle to the Horseshoe Bend trailhead. The parking shuttle will continue for the duration of construction of the new facilities at the Horseshoe Bend trailhead. The temporary parking lot for the Horseshoe Bend trailhead shuttle is located 2.5 miles northeast of Horseshoe Bend, on the North side of State Route 98, just east of US Highway 89.
Large vehicles, including busses, will be the only vehicles allowed to access the parking lot at the Horseshoe Bend trailhead. Passenger vehicles are required to park in an off-highway parking lot. For safety reasons, parking is not permitted along US Highway 89. Violators will be cited. The parking lot to Horseshoe Bend will be open after 4pm to all visitors and there will be no shuttle fee.
9:00am – First Shuttle Departs Temporary Parking Lot
4:00pm – Last Shuttle Departs Horseshoe Bend Trailhead
Shuttles will run approximately every 15 minutes.
The shuttle fee is $5/guest.
Children under 2, who do not require their own seat, are free.
Guests can buy shuttle tickets online or pay cash on site.

When is the trailhead parking lot expected to be reopened for passenger vehicles?

The construction is expected to go on through the first part of April. However, please note that the parking lot will be open as usual in the morning, prior to 9:00 AM, and after 4:00 PM following the final departure of the shuttle.

Doe that mean I could park in the regular parking lot if I was coming for a sunrsise/sunset viewing? For sunsrise, I’d need to leave the parking lot before 9AM or for sunset I’d be okay to park after 4PM. Just want to make sure I’m understanding correctly.

That is exactly right. However, sunset tends to be quite crowded, so you could run into problems finding a place to park. If you’re not opposed to an early morning, you might plan for a sunrise visit instead.

Q: How are people in powered wheelchairs accommodated during this temporary shuttle period?
Or do they allow vehicles with ADA placards to park in the parking lot?

It would stand to reason that allowances would be made for people with ADA placards, but there is still the matter of the person in the powered wheelchair getting to the actual overlook. The trail is .6 miles long, one way, and the moment is still a dirt trail. You wouldn’t want sand and other debris getting into the gears of your chair. A paved trail is one of the projects underway that is necessitating temporary closure of the parking lot.
If the individual in the powered chair is able to walk a short distance, you might consider taking an alternate shuttle service from the town of Page, AZ, that accesses Horseshoe Bend via Navajo Indian Tribal Lands that flank the overlook to the South. There, the walk to the overlook is only about 200 yards. For more information on this service, visit Horseshoe Bend Tours. If we arrive at Horseshoe Bend parking lot prior to 9am, can we park and take our time with the hike? Or do we need to be out of the parking lot by 9am? We’ll be coming from Flagstaff so trying to figure out what time we need to arrive. Thank you!

According to my understanding, all passenger vehicles must vacate the lot by 9:00 AM. It takes approximately 2.5 hours to drive from Flagstaff to Page, AZ, and it usually takes 60-90 minutes to hike to and from the Horseshoe Bend Overlook. In light of that, I’d suggest trying to arrive at the overlook between 7:30 AM – 8:00 AM, but not knowing when you’re traveling, I can’t be sure when sunrise occurs on the day of your visit. Nighttime driving is strongly discouraged in this part of the country due to lack of ambient lighting and the possible presence of wildlife such as deer, elk, wild horses, and free range cattle on local roadways.
